My neighbors had a party this evening, and the balloons tied to the mailbox
were blue, pink, and black (one each).

If there were just pink and blue balloons, I would guess it was a baby shower, and they don't know the baby's gender. But the black balloon?

Any idea? Google wasn't helpful for me, and I don't get out much.

Another option is that the colors were just random. I haven't seen the woman who lives there lately, so I don't know if she's pregnant or not.
