Does UPS have a policy to hire dingbats to work at their company?

Does UPS have a policy to hire dingbats to work at their company?
Normally when I buy stuff online it comes either via FedEx or USPS. Either of those groups will just leave the package in the door or a message for me to pick up the item.

The dingbats at UPS were delivery an end table for me from Home Decorator. Not sure how it was UPS, if I had a choice I'd go with FedEx or USPS. So the dingbat at UPS sees I'm not home and since they require a signature they find someone 2 doors down to sign for it.

IDIOTS

No one lives 2 doors down. Only people that hang out there are the people remodeling the house.

What kind of company has an assinine policy that if someone, who is a city resident, isn't home that the UPS driver can assume that any neighbor will take care of the package!!! I talk to the lady and she's like "Well that's our policy to leave the package with anyone who will sign for it". Do these dumbasses realize I live in the city. THe previous family that lived at that house before it was sold were dealing drugs. You think they would make sure I get the package? This 'get a signature from anyone' policy might work for the folks in the country or the suburbs BUT THIS IS THE FRICKING CITY!!!! Geez, at least it was only an end table. What if that was a $1000 computer? Or Prescription drugs? Or a Family Heirloom? Let's just find some random idiot on the street to sign and hold on to the package because we assume that everyone is friends with all of their neighbors especially those who live in the city!

BTW, we do have a decent neighborhood association that filed complaints against the landlord who ultimately sold the house to contractors looking to finally fix it up and sell it to someone who wants to live in the house. I do live in a decent neighborhood, just a few bad apples here and there.
