I used to do a similar thing with my message machine way back when. It had a short amount of time for people to leave messages, and it would tell them that, too. They'd ignore it, get cut off and call back to finish their message. So, I made my welcome message cut off abruptly with an emphasis on the time they had to leave a message. That finally worked and people kept their messages short ;)
