How long has this fashion of wearing a tie "ironically" been around?

How long has this fashion of wearing a tie "ironically" been around?
I'm seeing it all the time now, someone is dressed really sloppily deliberately (that has been around forever obviously) except they are wearing a tie. I live in a hipster neighborhood so it's everywhere, this guy I worked with would dress like that to work wearing torn jeans (we have next to no dress code, this is basically the only circumstance in which someone would wear a tie there), and at every punk show I'm going to now there is always someone wearing some unwashed band shirt and a tie.

I didn't notice this until recently. Is this something that has been around and has come back or is it new?

1. Twenty or so years ago, when I was teaching in t-shirt and jeans, one of my students
complained it was impossible to concentrate because I wasn't wearing a tie

So the next class I came in t-shirt and jeans, with a tie around my neck

Said student, sadly, did not like that either
