2. Some background on Prestowitz
Prestowitz is really more known for his views on trade policy (especially vis-a-vis Japan) rather than traditional defense and security issues. He's in the camp that advocates more hard-line (if you could call it that) trade policies towards Japan and other trading partners seeming to take advantage of the US---vs. the ones who are softer on Japan. Read his book, Trading Places.
