When cars are moving, doesn't it create the same effect as wind? Isn't there a way to possibly harness that wind energy?

Remember, there's no free energy. If a turbine on the car is harvesting energy from wind, that HAS to come at the expense of the energy of the car. Any energy you harvested from the air would actually come from gasoline in the tank.
