Work under way for transfer of contaminated water
The level of radioactive water that has accumulated on the premises of the Fukushima Daiichi nuclear power plant keeps rising amid concern that the water might overflow, further polluting the ocean. The radioactive water is believed to originate from water injected to cool the Number 2 reactor, which was seriously damaged by the March 11th earthquake and tsunami.

In the utility tunnel outside the reactor, the contaminated water is rising despite the firm's effort to move some of it to a condenser tank last week. As of Sunday morning, the water reached 85 centimeters below ground level, threatening to overflow into the ocean. Tokyo Electric Power Company hopes to begin transfer of the water some time this week to a nuclear waste facility that can hold 30,000 tons of such water. It is now conducting final checks so that leaks of radioactive material will not occur from the facility.

...snip...
In another development, the utility firm will start using US-made robots on Sunday for measuring radiation levels and taking pictures inside the reactor's buildings.

1. I love propaganda
It's so interesting:

It is now conducting final checks so that leaks of radioactive material will not occur from the facility.

(...spoken even as their facility continues to poison the land, air and sea.)

2. You've confused what you read

The "facility" they're talking about in that line is the new one they're hooking up to remove radioactive material from the water that's leaking from the "facility" you're thinking of.

3. No, I am not confused,
The phrase speaks to a leak free facility, which isn't even on the cards at the moment. Let the phrase linger in your mind for a day or two... "It is now conducting final checks so that leaks of radioactive material will not occur from the facility." Ask yourself how can "checks" ensure that there are no leaks?

Right now, the "facility" is so hot people are getting lethal doses of radiation just trying to keep the meltdowns wet... oh wait, not THAT one, the OTHER one... lol. People can't discriminate between "facilities". And it looks currently like the "facilities" with the reactors are pretty much all on track to explode in a cascade, one damaging the next, and so on.

BUT WAIT:

It is now conducting final checks so that leaks of radioactive material will not occur from the facility.

I feel SO much better now. See how propaganda works?

4. FBaggins has it right.
They are talking about water removed from the reactor buildings and stored elsewhere. Checking for leaks in radiation is trivial. I don't see this as propaganda.

5. Transfer of highly contaminated water begins
The operator of the damaged Fukushima Daiichi nuclear power plant has begun transferring highly radioactive water from the No. 2 reactor to a waste processing facility. Ahead of the transfer of the water, Tokyo Electric Power Company, or TEPCO, sealed cracks in the walls of the facility to prevent any water from leaking and inspected drainage hoses.

On Tuesday morning, TEPCO began operating a pump to transfer the water after the government nuclear safety agency checked procedures and safety measures of the operation. The highly contaminated water has accumulated in the basement of the turbine building and the tunnel connected to the reactor.

The presence of the water has hampered efforts to restore the reactor's cooling system. TEPCO plans to move a total of 10,000 tons of water to the processing facility in the next 26 days.

6. yeah
this is going to go swimmingly, since they've done such a stellar job of containing the radiation and preventing leaks for the past 40 days!
