And Republicans are still proud of it. Reagan couldn't wait to kill those programs and take down the solar panels from atop the White House. This was all part of Reagan's delusional, happy talk, Morning in America administration that marked the beginning of the end of the United States' claim to be a world leader in much of anything besides military power and hegemony. On edit...and debt too!
It is amusing that many Americans are surprised at today's energy problems. Hey we flushed 30 years down the drain after the blatent warnings of the 1970s.
This was just one of Reagan's huge blunders. Trickle-down economics will always be my favorite.

George HW Bush was the prime mover for derailing the DOE and making sure we got cheap oil. He and his oil buddies have profited mightily from keeping our oil addiction in place and dependent on the ME. They brought us the 'Morning in America', Dimson is presiding over 'Evening in America'.
