US Stance On Emissions "Hard To Understand" - EU Environment Commissioner

Nov. 17 (Bloomberg) -- The reluctance of the administration of President George W. Bush to agree to cap U.S. greenhouse gas emissions blamed for global warming is difficult to comprehend, said European Environment Commissioner Stavros Dimas.

``I can't understand why this administration does not do in the two remaining years what, in almost any probability, the successor to this person will do,'' Dimas said this week at a meeting of about 180 nations in Nairobi, Kenya, as they attempt to set a timetable to agree emission limits. The talks are scheduled to end today. Dimas was commenting after United Nations Secretary General Kofi Annan said Nov. 15 the world had a ``frightening lack of leadership'' to curb global warming that threatens peace and the world's population.

Curbing emissions and improving the energy efficiency of factories, motor vehicles and homes ``saves on high oil prices and enhances energy security,'' Dimas said yesterday in an interview in the Kenyan capital.

Scientists say global warming caused by man-made emissions of carbon dioxide and other so-called greenhouse gases is causing glaciers to melt, sea levels to rise and storms to intensify. The U.K. government said last month tackling the problem by cutting emissions now may cost a 20th of the price of letting it escalate.
