While Bush's announcement was not an official denial of California's request, state officials read it as bad news. “We are concerned that this is a recipe for delay,” said Linda Adams, secretary of the state Environmental Protection Agency. “We are concerned it is a stalling tactic.
Robert Sawyer, chairman of the state Air Resources Board, appeared even more skeptical. “It's awfully late and I'm not confident it's real,” Sawyer said.
Bush stressed yesterday that regulations could not be put in place quickly. “This is a complicated legal and technical matter and it's going to take time to resolve,” Bush said.
Wrestling over California law continues in the courts. In San Francisco yesterday, a federal court of appeals heard arguments from plaintiffs, led by California Attorney General Jerry Brown, that the Bush administration unfairly favored automakers over the environment when setting a slight increase in fuel mileage standards, from 22.5 miles per gallon to 23.5 miles per gallon by 2010. “Why does President Bush want to keep us addicted to oil – foreign oil?” Brown said in a statement before the hearing.
