anyone know about "stop loss"

anyone know about "stop loss"
my sister is in the 1st infantry in germany- one of the units called to go to iraq in december so we can give those pissed off military families a nice gift for christmas and try to salvage their support for bush. she is supposed to get out of the army in january. since she is in germany, they have begun the paperwork and the whole process of shipping her stuff and her car back to the states.
is stop loss in effect now? (no one can get out of the military 90 days before they are scheduled to go to iraq or 90 days after they get back) does stop loss refer to the reserves only, or does it include active duty personnel?

1. Stop Loss
During times of duress, the military can stop the normal discharge process of personnel leaving at the end of their service term.

And yes, it can include reserves.
