1. Was this contract originated under the Chimpministration?
The Bush Crime Family has a long history with Remington Arms. All the way back to World War I or so.

2.  No it is recent, under the OBama administration
The delivery date is 22 March 2011. It would do you well to look at the document before commenting.

10. Correct; post date is March 8, 2010
Note also that the order describes the weapons as:
the only shotguns authorized for ED based on compatibility with ED existing shotgun inventory, certified armor and combat training and protocol, maintenance, and parts.

In other words, they want these because it's what they already have. No huge surprise there, given that the Remington 870P is pretty much the standard law enforcement shotgun.

5. Fuck me!
I guess the job of truancy officer has changed a bit since I've been in school.

I cannot find a reason for the DOE needing shotguns. Does anyone know what they are for? Besides to further the city of Chicago into separating the people from the elite?

7. First the IRS and now DOE gets 14 inch barrel shotguns. Maybe that
18 inch minimum is a little arbitrary after all.

11. What do they use them for? That's not an ideal weapon for countering an active-shooter scenario.
Even with a modified choke, a 14" barreled shotgun load with buckshot is not capable of much precision at anything beyond very close range.

15. Dynamic entry (you know they're smoking in the boys room)
the short version of the 870P has become the 'de-facto' Fed standard. With a 188 badged, gun-toting agencies, the Federal government buys a lot of armaments. So when one agency gets new gee-whiz, low-drag, shit-hot new toys all the others want them too. Wilson ghost ring sights, Picatinny rails, looks like someone has kept up with the latest fashions.

29. hammers and hammers
The site you are looking at is where the government solicits bids. And yeah, Bill Proxmire made a big deal out of $600 hammers 30 years ago.

There are non-magnetic, non-sparking tools made for use in explosive atmospheres. They are made from exotic beryllium and copper alloys. Unlike the cheap Chinese steel ones in the bargain bin at the Dollar Store.

Grandstanding politicians get a lot of ink by dealing in half truths. But that is what they always do. While there is plenty of waste in DOD procurement, blindly believing that no one needs a better hammer than the Dollar Store special is just as ignorant.

Explosive Ordnance Disposal tool sets

Tell me, what makes you think a bomb disposal specialist's ass ain't worth the $600 bucks?

17. You'd be surprised.
We train with shotguns at distances less than 75 feet. Much of it is considerably closer than that. A 14 incher is easier to handle inside a building or, heaven forbid, a crowd. I'd switch to one if I didn't have to pay $200 for the privilege.

21. Government agencies are tax exempt
Edited on Thu Mar-11-10 11:44 AM by one-eyed fat man
State and local law enforcement still have to register NFA stuff with the ATF, they just don't have to pay tax on it. They can confiscate NFA stuff and keep it for department use if they use an ATF Form 10.

ATF Form 10

You can keep their 14" anywhere your department authorizes. If you want one of your own you need the Sheriff to sign the Form 4 and cough up the bucks.

27. There's an interesting question
Edited on Thu Mar-11-10 04:31 PM by one-eyed fat man
Most places if you have to provide your own tools to work, the cost of those tools is tax deductible.

Tools are an employee business expense that are reported on form 2106 which then carries to Schedule A itemized deductions. Employee business expenses must exceed 2% of you adjusted gross income before they start to count. A short-barreled shotgun might be tough to make the 2%, even adding the tax. But cough up 18K for a nice Thompson and I bet it makes it! Clothing counts too, if it's uniform and/or something not generally able to be worn away from work. So do you deduct the Class II vest as clothing or protective equipment?

Where are the CPA's who know the answers to those questions?

Kinda hard to have a .gov domain if you're not a federal, state or local government agency.

22. This is I believe for their Office of the Inspector General
Place of Delivery:
U.S. Department of Education
Office of Inspector General
c/o: Gary Pawlak, Special Agent
500 West Madison Street – Suite 1414
Chicago, IL 60661

I understand they are for the Special Agents in the Dept of Education, Office of the Inspector General. OIG agents have a waste, fraud and abuse law enforcement mission with offices around the country. My IG Office issues the 870 for warrant execution if needed. A handy 870 in the car might be a good thing to have when executing those warrants on violent offenders. Most federal departments have IG offices and to the best of my knowledge they are all armed. The training comes from the Federal Law Enforcement Training Center in Brunswick GA. They have a criminal investigation course for IG's and IG agents.

in their Inspector General office. I am assuming that they are Federal Law Enforcement Officers and these guns are for them.
