Illinois Gov. Vows To Veto Conceal and Carry

Illinois Governor Pat Quinn is showing, once again, that it is possible to have a nuanced understanding of public safety issues and hold elected office. First he helped eradicate capital punishment in the state. Now he's promised to veto a conceal and carry bill should it pass despite enormous pressure from gun rights supporters.

In an interview with the Chicago Tribune, Gov. Quinn displayed a healthy skepticism of the claim that arming citizens keeps gun violence down. "The concept of concealed, loaded hand guns in the possession of private citizens does not enhance public safety. On the contrary it increases danger for everyday people as they go about their lives.

On this move Quinn appears to have the backing of law enforcement. In April, a group of Chicago police officers traveled to the capital Springfield to oppose the measure, saying that flaws in the gun permit system would only be enhanced by allowing people to carry concealed firearms.

3. Quinn will not even be on the ballot next year.
Enjoy the antics of Rod Blagoyevich's third choice for Lt. Governor in his last election. He won't be around after next March's primary..

He's already been set up by the speaker of the house to take the blame for the 67% tax increase. Mike Madigan is setting him up to be taken out by his daughter Lisa, the current Attorney General.

On the other hand, this Democrat sponsored bill will be back every year until it passes, just like every other state.

All the Chicago alderman can carry concealed weapons under the present law.

The Police Department has refused to reveal the precise number of bodyguards assigned to the Mayor. The Special Police Services section, where bodyguards are drawn, has 63 officers and an annual budget of $4.8 million.

(Damn, that's a lot of money to spend on a worthless bastard!)

2. It may pass by a veto-proof majority.
The Governor's announcement may be a play to rally a couple votes that are on the fence and would rather not have to switch later to uphold their governor's veto.

Quinn's about to have his ass kicked up around his earlobes.

And frankly, what the Chicago police opinions on Civil Rights are doesn't really concern me much... and their history says it doesn't concern them either.

"This concealed carry bill carries the support of the Illinois Sheriffs Association, Illinois Police Chiefs Association, Chicago Police Lieutenants Association and Chicago Police Sergeants Association. Additionally, Chicago Police Officers overwhelmingly support the Concealed Carry Bill but the newly elected Mike Shields (President of Chicago FOP Lodge #7) refuses to let the members vote to support this bill."

Chicago Police Officers Voice Concerns Over Illinois Concealed-Carry Bill

Next week, the Illinois House is expected to vote on a controversial concealed carry bill. Thousands of pro-gun activists rallied in Springfield to support the measure last month, and now gun control groups–and law enforcement officers–are voicing their opposition.

Chicago police officers joined gun control groups in the state capital Wednesday, and said that flaws in the gun permit system would be amplified by allowing people to carry concealed firearms.

The Associated Press reports:

A 2009 Illinois State Police report cited “significant information gaps” in the state’s ability to detect and screen out people with serious mental illnesses who might go on a shooting rampage. A state police official testified last week that those gaps still exist. Illinois falls short in its reporting of psychiatric hospital admissions to the FBI as required by a federal law passed after the 2007 Virginia Tech shootings, according to the ISP report. Gaps also exist in reporting by health professionals and nursing homes of dangerous mentally ill people who should be disqualified from gun ownership under Illinois law.

I find this interesting as it is surprising that a state that has a long history of supporting strong gun control laws has failed to input the names of those adjudged to have severe mental issues to the FBI NICS background check system. Obviously, these "“significant information gaps" would allow citizens with disqualifying mental illness to purchase firearms and could lead to another firearms tragedy similar to the Virginia Tech shooting. The Virginia Tech shooter, Seung-Hui Cho, did not have a concealed weapons permit.

I fully support any efforts to improve the NICS background check system and compliance with the federal law that passed due to the Virginia Tech shooting. I also support licensed concealed carry.

It's my hope that the honest and sane citizens of Illinois will be allowed to carry concealed weapons. Whether or not concealed carry passes, Illinois should put forth an effort to make the NICS background check system more effective.

The Brady Campaign to Prevent Gun Violence also supports improvements to the NICS system.


THREAT: Allowing dangerous people to purchase guns threatens the safety of our families and communities.

The Virginia Tech tragedy -- 32 students and teachers killed in the worst mass shooting in American history -- is an example of the dangers of this records gap. A court order finding the killer mentally ill and dangerous had not been entered into the Brady background check system by the State of Virginia.

URGENCY: Another tragedy like Virginia Tech could happen again. We must act now to keep guns out of the hands of dangerous people.

SOLUTION: States must take legislative or administrative action to submit disqualifying records of prohibited purchasers to NICS and ensure that all disqualifying records are submitted to NICS. Congress should fully fund the NICS Improvement Amendments Act to help states submit records.

13. I lived in Texas then and the CCW vetoes were minor issues relative to KKKarl Rove's
whisper campaign that Richards was a lesbian

that had way more traction with the MORANs

than the gun issue
