1. Put law enforcement on commission...
"In crime-ridden Rio de Janeiro, state authorities are offering as much as $330 for machine-guns and other heavy armaments, as well as extra payment to police who confiscate weapons from criminals."

2. Nothing new
Back in the old days most Law Enforcement types were paid by the arrest. If you lived in a busy town could make a decent living, if you lived in a quiet sleepy town have to use those guns to go hunting.

3. IIRC, US Dep. Marshalls were...
given bonus for each arrest in the 19th Century.

4. More details
http://www.cnn.com/2004/WORLD/americas/07/24/brazil.guns.ap/index.html

"In Rio de Janeiro state, more than 1,100 firearms have been turned in. But most are old, and some even date back to World War II, police said."

Looks like a way to make some easy money by turning in unrepairable, obsolete weapons.

Turn in two broken ones and you can buy one new one!
