HARET HREIK: Two weeks after Israeli bombs stopped falling on southern Beirut, Hizbullah has nearly completed its survey of the battered suburbs, far ahead of government efforts to assess the damage inflicted by the month-long conflict.

Teams from the group's reconstruction organization, Jihad al-Bina, have set up quarters in one of the few Hizbullah buildings in Haret Hreik spared by the Israeli bombardments.

They certainly have far more expertise than the current bunch.

2. It seems like they could make loads of money
consulting on post-disaster reconstruction, even if we didn't hire them directly to head FEMA or HSA.

3. Absolutely,
But I think the secret to their success is that they get out there and do the work. That's already one of the problems FEMA has: To many people talking and nobody doing the work.

approach of breaking the planning groups into a professional assigned to a sector of locals. Makes a lot of sense to get buy-in from the local people.

5. Yes, decentralized decision making.
It appears that Mr. Nasrallah is sufficiently confident in his organization. He does not appear to have a mania for control, like Arafat purportedly had.
This is a hallmark of a good organization - killing Hassan Nasrallah will have little to no effect on Hezbollah, since it would be quite likely that others would be quite capable of stepping in on a moment's notice.

the guy before Nasrallah did not have Nasrallahs abilities...not even close. Killing Nasrallah may bring someone more radical, better, smarter....or dumber, fanatic, a control freak.....

one shouldn't make assumptions based on nothing more than thin air (would you even know his lieutenants names?, histories, etc?)

Furthermore, dictatorships do not have organized rights to succession, so a powerplay starts which also has unknown affects....reading the future is at best nothing more than mere guesswork....you might as well as try to read some grinds thrown out by a coffee shop.
