According to the proposal, Hezbollah would hand over Tannenbaum and the bodies of the three soldiers, in return for the release of some 400 Palestinian prisoners and 20 Lebanese prisoners. Israel is also expected to release Jordanian prisoners in a separate deal with

The list of prisoners will be determined according to guidelines set during the release of prisoners as a good-will gesture toward the
previous Palestinian government headed by former prime minister Mahmoud Abbas, and will include prisoners who have not committed
serious crimes (prisoners "without bloodied hands"), who are serving their first prison term and who are slated to be released in the
next three years.
