During his meeting with Naveh, Adi Avitan's father, Yaakov, expressed his understanding of the internal conflict posed by the principles of the proposed exchange, and said that his family would meet with every minister still undecided on how to vote when the prime minister presents the outline of the proposal to ths cabinet Sunday.

According to the proposal, Hezbollah would hand over Tannenbaum and the bodies of the three soldiers, in return for the release of some 400 Palestinian prisoners and 20 Lebanese prisoners. Israel is also expected to release Jordanian prisoners in a separate deal with
Jordan.

The list of prisoners will be determined according to guidelines set during the release of prisoners as a good-will gesture toward the
previous Palestinian government headed by former prime minister Mahmoud Abbas, and will include prisoners who have not committed
serious crimes (prisoners "without bloodied hands"), who are serving their first prison term and who are slated to be released in the
next three years.

Friends of Arad on Wednesday called on the cabinet again not to approve any deal that does not include the missing airman. On Thursday, a group marched to Jerusalem to protest his lack of inclusion in the deal.
