Tell me, why are coriander, ginger and nutmeg prohibited while aniseed, cinnamon and black pepper are permitted?

Canned and dried fruit can be saved up and provide nourishment when the blockade becomes 100% and the power stations are bombed.
Fresh and frozen would turn poisonous in a few days. Fishing rods would provide an alternative to trucking fish in, frozen fish would rot when the freezer was shut down. They know what they are doing.
