Dichter also told the Cabinet that the Shin Bet would be beefing up security at official Israeli institutions abroad due to the growing terrorist threat. Meanwhile, security routines and measures have been updated at embassies, consulates, EL AL branches and other "sensitive" sites, Army Radio reported.
"Hamas chiefs spend 90% of their time hiding and 10% of their time planning attacks," Dichter said. "They are interested in a Hudna
so they can come out of underground and strengthen their terror infrastructure."
Palestinian Authority Prime Minister Ahmed Qurei has been working on trying to achieve a Hudna with the different Palestinian terror organizations over the past few weeks. Qurei's plan is to reach an understanding on a cease-fire with the various Palestinian factions, and then try to persuade Israel to join the truce as a partner.
