WASHINGTON — U.S. Defense Secretary Donald Rumsfeld has quietly ordered elements of a long-range missile defense system to begin operating on Oct. 1, four weeks before the 2004 presidential election, according to a U.S. military official (see GSN, July 2).

My brother in-law is helping supervise the pouring of concrete (and some other stuff too that I can't remember - or maybe I just can't tell you...) up in Alaska for the damn things. He gets a pretty good insider's view of the operation, and he likens it to a Rube Goldberg kind of machine.
