FORT MONROE, Va. -- Here’s the scenario…A seafaring vessel transporting a 10-kiloton nuclear warhead makes its way into a port off the coast of Charleston, S.C. Terrorists aboard the ship attempt to smuggle the warhead off the ship to detonate it. Is this really a possibility?

Joint Task Force Civil Support (JTF-CS) here is planning its next exercise on the premise that this crisis is indeed plausible.

Sudden Response 05 will take place this August on Fort Monroe and will be carried out as an internal command post exercise. The exercise is intended to train the JTF-CS staff to plan and execute Consequence Management operations in support of Federal Emergency Management Agency Region IV’s response to a nuclear detonation.

Some of this year’s objectives for SR05 are to refine nuclear incident Concept of Operations, produce a CM Operation Order, refine command post set-up procedures and maintain situational awareness of multiple CM incidents.

(AP) - Officials plan to hold a drill next week to test Fort Monroe's readiness for terrorism.

Fort Monroe's anti-terrorism officer Bill Moisant says the emergency-response exercises will be held August 17th.

He says people entering the Army base can expect thorough security checks at gates, restrictions near emergency-response drill sites and temporary closure of some customer-service activities.

Moisant says the exercise could involve Hampton police and fire officials as well as other agencies.

N.C. sites to be part of summer terrorism drill

SHALLOTTE - The largest terrorism drill in North Carolina history is being planned for August and will include a mock attack on the Sunny Point Military Ocean Terminal in Brunswick County.

Officials said Wednesday the drill will stretch from Fort Bragg to Morehead City in the state's central coast area to Brunswick County on the southeastern coast.

Emergency and law-enforcement units from Virginia to South Carolina have been invited to participate, as have those from the seven counties that surround Fort Bragg. Participation by military personnel and equipment will hinge on their availability.

The exercise is thought to be the first to test the new National Response Plan that takes effect next month and requires coordination among local, state and federal officials in terrorism and emergency response.

The idea came from Fort Bragg and the FBI, said Andy Albright, an exercise facilitator and civilian employee of the Coast Guard in Wilmington. Other military bases and state and local agencies were invited to join.

Planning for the drill has been going on for a year, Albright said.

The exercise is to begin with a weapons of mass destruction drill at Fort Bragg with some of the perpetrators escaping. Other events will occur over the next three days at or near other military bases in eastern North Carolina, at the State Port in Morehead City and in the Pamlico Sound.

In an effort to stop the Bush administration in its tracks, sources say Byrnes was about to lead a coup against the hawks in the military and executive branch determined to lead America into a global conflict, leading to devastating ramifications for the country, as well as financial and social chaos.

Rumors inside the military say that a growing faction of discontented high-ranking officers are attempting internally to try and stop the Bush administration’s imminent plans for war with Iran in an effort to avert global war.

Although the exact number of high-ranking military involved is undetermined, sources have disclosed it appears to be evenly split between pro Bush and anti Bush factions.

I know about peak oil but the recent take off in oil prices is related to the apparent pattern of diplomatic and propaganda maneuver similar to that before the Iraq war.

The exercises, dubbed "Peace Mission 2005", will be held from August 18-25 in Vladivostok in the Russian far east, and in the coastal Chinese province of Shandong and nearby waters.

Defence officials in both countries were anxious to play down any threat to other countries in the region, saying the drills would work on ways to combat international terrorism and internal strife.

"We are not talking at all about North Korea or Taiwan, There were no such talks... so there is no occasion to speak about any third country," Russian General Vladimir Moltenskoi, deputy commander of land forces, told journalists in Moscow.

He said the scenarios included resolving ethnic strife and destroying "terrorists" at a coastal strip with naval forces.

United States Military Forces Begin Coup, Top US General Arrested By Anti-Coup Factions, Russian and Chinese Military Forces Go To High Alert

Russian Intelligence Analysts are reporting this evening that an apparent coup is taking place in the United States and that both Russian and Chinese Forces have been ordered to their highest non-nuclear defense status. This troubling news comes on the eve of joint Military exercises previously planned between both Russian and China, and as we can read as reported by the Guardian Unlimited News Service in their article titled "China and Russia flex their muscles as they join forces to play the war game" and which says;

"Next week will see far larger war games involving Chinese and Russian troops in and around the Shandong peninsula in the Yellow sea. Regional observers say such military cooperation is unprecedented and could mark the start of something new.

"The China-Russia exercise is intended to send a message to Taiwan," said Andrew Yang of the Chinese Council of Advanced Policy Studies in Taipei. "But it's also a very significant move in terms of the developing relationship between Russia and China and joint efforts to manage regional security. "China considers it's time to increase strategic cooperation with Russia to balance the US role in the region. Both are interested in demonstrating this is a multipolar rather than a unipolar world," Dr Yang said."

One of the Coup Leaders in the United States, General Kevin P. Byrnes, and who is also one of their top Military Generals, has been arrested and taken prisoner by US Counter-Coup Forces, and as we can read as reported by the Newsday News Service in their article titled “Senior general is relieved of duties at commander of key Army training organization" and which says;

"The Army, in a rare disciplinary act against a four-star officer, said Tuesday it relieved Gen. Kevin P. Byrnes of his command after a Pentagon investigation into unspecified "personal conduct." Byrnes, a native of New York City, was relieved as commander of U.S. Army Training and Doctrine Command on Monday by Army Chief of Staff Gen. Peter Schoomaker, according to a brief statement issued by Army headquarters at the Pentagon."

Russian Military Analysts are further reporting that US Military Forces still loyal to General Byrnes and the other Coup Leaders are continuing their preparations and as evidenced by a number of large scale Military movements within the Continental United States Regions. These reports further state that the Coup Leaders efforts are being hampered by the ordering last week of 7 Armor Brigades loyal to the Coup Leaders to depart immediately to the Iraqi War Zone.

"Our ground rule is nobody gets hurt, maimed or alienated," Albright said. "Nobody's going to get embarrassed."

"It will be a terrorist-led scenario," said Paula Brown, area coordinator for N.C. Emergency Management. "We will play it as if it were a real event."

Brown said state emergency management is working with the Coast Guard, the State Port Authority and the Ferry Division of the Department of Transportation.

Brown said the event will involve what will appear at first to be multiple, coordinated terrorist attacks. Part of the exercise is to involve the mock explosion of a weapon of mass destruction, which Albright said would likely be chemical rather than nuclear.

Randy Thompson, Brunswick County's emergency services director, said it has been 3½ years since local emergency management has tested its response to a situation at Sunny Point.

The last time was when a boat loaded with munitions caught fire and burned at the terminal, the largest military munitions shipping point in the United States.
Terrorism drill timeline

Aug. 15 | A weapons of mass destruction situation will take place at Fort Bragg in Fayetteville, N.C., that will involve the Army, the Air Force at adjoining Pope Air Force Base and the FBI. The exercise may involve emergency and law enforcement from seven counties surrounding the base.

Aug. 16 | An as-yet undetermined event will take place at Seymour-Johnson Air Force Base in Goldsboro, N.C., and may involve response by local emergency and law enforcement units.

Aug. 17 | A vehicle will explode on the Cedar Island-Ocracoke Ferry in Pamlico Sound. Helicopter units from Cherry Point Marine Corps Air Station will rescue survivors and the Coast Guard and law enforcement agencies will secure the scene and determine whether the incident is connected with earlier ones.

An oil spill will take place at the State Port in Morehead City, N.C., that will involve response by the Coast Guard.

Aug. 18 | There will be the threat of a radiological dispersion device during a military offload at the Morehead City port, used by Camp Lejeune.

A small scale pneumonic plague will potentially spread from animals to humans beginning outside Camp Lejeune in Onslow County, N.C.

An as yet undetermined event will take place in or around Sunny Point Military Ocean Terminal in Brunswick County, N.C.

Large ocean-rescue drill slated

I read January and also Sept 2006 moved up. But it still may be important to see just what they are dreamin' up.

SHALLOTTE, N.C. - A mass ocean-rescue drill scheduled off the coast at the N.C.-S.C. border in January will be the first of its kind in the nation and, organizers hope, serve as a model for similar drills across the country.

Horry and Brunswick emergency teams, Beans said, use different radio frequencies, and their ability to coordinate efforts in Calabash and Little River will be tested in the drill and exercise.

The drills will simulate the sinking of a casino boat and the rescue of up to 600 passengers.

The reason for the sinking still is being decided, but the response would be essentially the same if it were an accident or a terrorism incident.

Chief Warrant Officer Dwayne Madray of the Coast Guard's Marine Inspections and Investigations office in Myrtle Beach said he hopes to recruit about 30 college students to portray victims in the January drill.

The rumors surrounding the truck explosion are similar to the Charleston scenario where “A seafaring vessel transporting a 10-kiloton nuclear warhead makes its way into a port off the coast of Charleston, S.C. Terrorists aboard the ship attempt to smuggle the warhead off the ship to detonate it." On August 10, an explosives filled truck exploded in Utah before reaching its destination. The rumor is that it was attacked by the Air Force.

It was General Kevin P. Byrnes commander of the Army's Training and Doctrine Command (TRADOC) at Fort Monroe who was relieved of his command. The same base where the nuclear terror drill was to occur. The charge? “In a rare move, the Army relieved a four-star general of his command amid allegations that he had an extramarital affair with a civilian.”

Drill simulates response to nuclear attack

Troops at Fort Monroe in Hampton are conducting exercises this week to simulate response to a 10-kiloton nuclear device that explodes in Veteran's Pier in Charleston, South Carolina.

If a nuclear attack were to happen, this practice is critical so all federal, state and local agencies cleary understand their role in the relief effort.

"We are specifically designed as a part of U.S. Northern Command to come in after an incident like this and assist local responders with saving lives, preventing further injuries and restoring critical life support," noted Maj. Gen. Bruce Davis.

That support means everything from organizing supplies to flying in extra medical staff and clean-up crews.

Practicing now, officials believe, will save lives later.

"There are those out there that have stated their intent to hurt us anyway they possibly can and to not take that serious and not be prepared would be folly," Gen. Davis added.

These exercises are taking place at sites around the country to help agencies prepare for 15 different scenarios.

Organizers say this nuclear drill should not scare people but instead encourage them to learn how to protect themselves should an attack occur.

Explosion in San Francisco injures woman

SAN FRANCISCO (AFP) - An explosion damaged a storefront and injured a woman in central San Francisco, according to emergency workers.

The blast, which appeared to come from underground electric equipment, spewed flame and chunks of concrete and pieces of a metal utility hole cover, firefighters said.

"The explosion did occur in an electrical vault," said Paul Moreno of Pacific Gas and Electric, a local utility company. "We are definitely going to be inspecting our utilities, as soon as we can get in there."

Police and fire officials had a three-block area cordoned off while teams checked for traces of explosives or volatile gases.

"There was an awning burned and a manhole cover blew off," said fire department battalion chief Peter Haus. "Police and fire crews are working together to find out exactly what happened."

Police evacuated nearby buildings and streets to scour the area but found no traces of a bomb, according to firefighters. Some workers in offices on higher floors were instructed to "shelter in place" and not venture out to the street.

A witness, a bicycle messenger, said a woman who appeared to have suffered burns was taken away by ambulance.


"A big fireball just came right out the side of the building," said Rody Rosenbaum, was said he rushed to the street from his office after hearing the explosion.

Bomb experts from the local
FBI office were sent to assist police and police were criss-crossed the cordoned off area with dogs trained to sniff out explosives.

The recent dismissal of the four-star general
sent a signal. General Kevin Byrnes was a four-star
general who was the head of TRADOC (Training and
Doctrine Command) in Hampton, Virginia.

This never been done. A four-star general has
never been dismissed from the service since the rank
was created. Furthermore, the dismissal of a four-star
general should have instigated Congressional hearings.

The Defense Oversight Committee is charged with
investigating the dismissal of ranking officers. For
example, when both Richard Secord and Jack Singlaub
were dismissed from the service by President Carter,
there were Congressional hearings held.

Now, for a four-star general to be dismissed
without any call by the opposition, (in this case, the
Democrats) for Congressional hearings and without the
Department of Defense providing a reasonable
explanation is unheard of.
