Bush has a plan to withdraw from Iraq. Kerry doesn't?

I heard this pro-Bush argument from a young voter yesterday who was asking me for a response in a political discussion with her sister.

I explained that we are building 14(?) permanent military installations in Iraq. Told her to ignore the rhetoric. Hope I was correct in my numbers.

Seems to me the biggest reason that Bush retains half the voting population is that we have failed to educate!
