Question on who broke the Al Qaqaa story |

Recent stories in the media report that the Iraqi government has notified the International Atomic Energy Agency (IAEA) and that found it's way to the NYT and NBC. But the NYT and CBS are getting hammered on accusations that they held onto the story to attack Bush this week.
Did the Iraqi's bring this story to see the light of day? I need links!

But who got NYT and CBS involved, who went public first?
