The Bush administration has concluded that Osama bin Laden was present during the battle for Tora Bora late last year and that failure to commit U.S. ground troops to hunt him was its gravest error in the war against al Qaeda, according to civilian and military officials with first-hand knowledge. http://www.washingtonpost.com/ac2/wp-dyn?pagename=article&node=&contentId=A62618-2002Apr16¬Found=true

When Bush decided it was better to send warlords and drug dealers to hunt the worlds most wanted man. He thought this to be the better way, as opposed to using the greatest army the world has ever scene. Remember the Afghan war? Six weeks of bombing the Tali ban , waiting for the Norther Alliance to feel safe before they, not us , went in. Hey why get hung up in a quagmire in Afghanistan when your are so busy planning to invade Iraq. The American people would have been behind a full scale war, like Iraq, in Afghanistan. That is where the threat was, not Iraq.
