Does Bush go out of his way to make bad appointments?
Bush cleans out his cabinet of everyone EXCEPT the guy who most needs to go. Rumsfeld has totally botched the Iraq War. Now, Bush appoints high school dropout Kerik to lead the Homeland Security Department, who is also corrupt and incompetent. Remember when Bush first came to power, they said he would be able to surround himself with smart advisers? All he's doing is appointing people who know how to suck up to him.

... particularly ones from demographics his party is looking to gain ground with (ie: Hispanics, New Yorkers, etc.). He is not concerned with ability just as long as they are willing to implement the the orders his keepers tell him to put into action.

8. Absolute loyalty is the
number one requirement to work for George Bush. I can only surmise that competence is pretty far down on the list.
