Bush and Mandatory Service

Does anyone at DU remember Bush ever saying that he believed in mandatory service at one of his press conferences. For a while I have thought that I heard the President say that he would push the idea of mandatory service. It seemed that he went on to say that he would push for every young American to service two years either in the military or in the government. I may have heard him wrong or he was talking about just encouraging young people to go in the military. This was one of the press conferences he conducted in late 2002 or early 2003.

It is a bit fuzzy as Shrub has said various things that never see the light of day. Not sure what the context was.

Why don't we keep the white collar office jobs here in America, and outsource our military jobs to India and Pakistan?
