What happens....

This is a serious question. I am curious and I don't know the answer to this. What happens to legislation that's been introduced over the past 2 years and never acted upon?

A whole bunch of bills were introduced during the 108th Congress that were never acted upon. Some were quite minor. Others would give anyone pause (such as the legislation to re-start the draft, and the one restricting the Supreme Court rely upon the Old Testament for precedent in its deliberations) and other things that were introduce but no one ever expected them to be considered.

Now that the 108th Congressis over, what happens to those bills? Do they roll over to the 109th Congress? Or do they just get swept into the historical dust bin and we start over fresh in January?

I believe for that specific session. Many are of course just reintroduced under a different bill number when a new Congress comes in.

It also helps explain to me why this Congress was so concerned about getting the Intelligence Bill passed this week.
