1. That's easy.

The election is for delegates that will write the Iraqi constitution. After a consitution is written, there will have to be some sort of ratification process, probably another election. Then the first constitutional election to elect the members of the new gov't. Then they will have to be propped up until they have control of their country.

That should cover a few years of fighting.

2. He's starting to lay the groundwork with a poorly trained,

gutless Iraqi police force. Obviously, Bernie kerik didn't do a great job of training these guys when he was over there.

He might even let a slightly racist remark about brown-skinned people and their need for a dictator to control the peace fly - which will be ignored by Fox.
