Question of the day: How do we fight terrorism without curtailing civil liberties ? Any takers ?

in place more effectively and use these assest to monitor/target real/potential terrorists rather than using an inordinate amount of these assets to stiffle patriotic dissent/political opposition. Sufficient assets were seemingly in place to thwart/mostly thwart 9-11, but it seems they were not utilized very effectively.
