This morning on the Today on NBC one of the correspondents claimed that the Department of Homeland Security is a sprawling department. Is the Department of Homeland Security really a sprawling department? From what I have heard it is a barely noticable building?

... as a holding company, at the top of a great number of other agencies which have been rolled into one, administratively. All of those other agencies have their own facilities, and Homeland Security is intended to act as an administrative umbrella. Supposed to make all those smaller agencies act in more coordinated fashion, which, from most reports, isn't really happening.
It's not the size of the building, but, rather, the size of the budget and the number of individual agencies that makes it a "sprawling" department.
