The elections in Iraq clearly did not meet the standards of free elections, the results were quite possibly manipulated by the U.S. Further, it remains to be seen how much power the newly elected government will actually have -- my guess is not much.
The same goes for Egypt. Mubarak wants to please his American keepers. He knows they don't actually want democracy -- just enough of a semblance thereof to give Bush some more credibility in the American media.
