How many Congressmen need to actually be in DC for a vote to happen? |

If the fillibuster gets shut down Congressional Dems could always do what the Dem legislators in Texas did and simply leave Congress.

...but that won't shut down Congress. It would just confirm what we already know, that the Democrats have no power in Washington DC whatsoever anymore. We have a one-party government from now on.

what Reid was saying, that the dems would shut down the Senate if this goes through. Isn't this what the 'quorum call' is all about? 60 members must be present to conduct any business?
