Was Kofi Annan influenced by someone to say the US and UK to blame?

Was Kofi Annan influenced by someone to say the US and UK to blame?
Why do I get the feeling that, since a certain someone whom we all know and love has been meeting with Kofi Annan lately, this information comes out from Kofi that the US and UK bear the blame also for this so called oil for food scandal? I'm guessing Kofi got a lot of influence from him. Read the link below and you'll know who I'm talking about.:-)

I must have missed it if he did. The article is interesting though. Clinton and Kofi seem to get along pretty well. It would be something if Clinton took over after Kofi. I don't know how likely it is, but its fun to imagine the freepers reaction.
