1. No. It is a procedural vote. Only a majority needed - or 50 + Cheney.

4. Sort of...
Under the current rules, Democrats should be entitled to unlimited debate on this issue, as they are in all others. In this particular instance, Republicans will break the rules in order to change the rules. Hence the name, "Nuclear Option."

6. Filibusters do not apply to certain types of votes
You can not filibuster certain types of votes including tax bills and procedural votes.

3. Since it deals with a rule change relative to Constitutional
role of the senate...the advise and consent issue...the rule change should be debatable. It's my understanding that all debates on the senate floor can be filibustered.

The nuclear option, however, is NOT a rule change. A rule change actually needs a supermajority to pass. The nuclear option is the presiding officer making a ruling on constitutionality and a vote to uphold or reject the chair's ruling.

7. rule change takes 67 votes
The GOP does not have th 67 votes to get a formal rule change through hence the illegal use of the nuclear option.

8. Right,
but the rules also allow for debate on the vote to uphold or reject the chair's ruling. Republicans are going to break the rules by not allowing debate to occur. That is what is so radical about this and why it has never been done.
