In other words, can we just start dropping bunker bombs if we think there might be some terra there...you know, smoke 'em out of their caves and such.

...People wonder about the Hitler comparisons - or why the german population didn't object to the guys rule?

Here we have the admin's propaganda arm asking for approval to bomb civilians. (Cause who really lives outside a combat zone? Why, non-combatants of course!)
