Terminal stage fright. Wasn't it about ten years ago that he stopped drinking. I've done lots of public speaking, and I know that somebody who truly has stage fright will come off as a complete dufus when they are speaking. However, I've also seen what a shot of alcohol or dope will do to cure such a condition. The speaker will relax, and go from being a stumbling, bumbling idiot to a coherent, thoughtful, even stirring speaker. Granted, if you overdo it with the chemicals, you quickly become a stumbling bumbling idiot again, but if you have that happy medium, you are golden.
Either way though, the man is a fucking embassasment behind the podium, and by extension makes this country look foolish.

Cheney and Rove could be doing something to him.
Reagan had alzheimers's and the job was to cover it up. Could it be that the shadow rulers learned something from that experience? If you have a president who has to nap every afternoon and goes to sleep by 10 p.m., you can get a lot done.
I wonder if they are drugging him up and keeping him out of the way most of the time.
Edited to add: Is there a site that keeps track of the President's public appearances? It would be interesting to track how often he speaks in public where we actually see and hear him vs. how often some spokesman just tells us what he said. Maybe there was a real reason they had Laura get up and take over the speech at the correspondent's dinner. While the media was gushing over how funny she was, no one mentioned that George was just sitting there, saying nothing.
We should start keeping track of how often we DON'T see him and hear him now.
