When he said that the difference between the past and present regarding terrorism was that the terrorists were on the defensive, I really, really wanted someone to say, "were the terrorists on the defensive in London?!? You know, the capitol city of our staunchest ally?!?"

As far as your question -- I don't know if it works, I think there are many ways to bring up your point without asking a question that has an easy deflection. When an army is on the defensive, it doesn't mean that they can't fire any shots or throw any bombs at all.
The fact that the overall level of terrorist attacks has skyrocketed in recent years would be a better argument for your question than a single incident.
