President Bush bypassed the Senate by installing embattled nominee John Bolton as ambassador to the United Nations during a congressional recess yesterday, saying that the post was too important to leave vacant during a war and a key debate about U.N. reform. Senate Democrats, however, accused Bush of stonewalling the Senate and said the move would further weaken Bolton’s credibility at the U.N. (AP)
