Clinton for the failure of the surveillance operation that was tracking Atta & Co. inside the U.S. before 9/11.

Weldon's role is known as a "limited hangout" in intelligence jargon. He's there to poison the well, as the Repugs know that the CIA IG's report is going to leave people gasping about BushCo's criminal negligence in mishandling U.S. counter-terrorism operations.
