Appeals court keeps Schwarzenegger's redistricting measure off ballot

A state appeals court refused to put Gov. Arnold Schwarzenegger's attempt to change the redistricting process back on November's special election ballot, prompting the governor to charge the ruling "ignored the will of nearly one million Californians.

The governor's ballot initiative seeks to take away state lawmakers' power to draw congressional and legislative boundaries in California and instead shift that responsibility to a panel of retired judges.

Supporters submitted enough signatures to qualify for the ballot, but they used two different versions of the wording during the certification process. That was a "clear violation of the constitutional and statutory procedures for the circulation of an initiative petition," the 3rd District Court of Appeal wrote in its 2-1 decision.

"The proponents caused the problem in this case by their own negligence in circulating a different version of the initiative measure than that submitted to the attorney general," the majority ruling said.

2. The GOP is so evil.
Here they want to make sure that we don't pull a Delay in Texas and gain 10 seats from redistricting.

Howard Dean said on Randi Rhodes that we will fight fire with fire on redistricting...and so the GOP has to do shit like this.

4. I'm glad its not on the ballot but I think its a good idea....
It shouldn't be the legislature that gets to draw the map, that's the foxes guarding the henhouse. That is exactly what happened in CA the last time it was drawn, the Dems and Gop made a deal that while ensuring a Democratic majority in the legislature it would enshrine Republican districts. Guess what you get when that happens? 100% re-election of incumbents which is not what I would call conducive to democracy.

But all this could have been done after the next census.

5. AH-NULD is being handled - like Bush has been programmed!
Ahnuld supposedly makes key decisions after they've been layed out for the good Governator - Bushco neocons point him in the direction, now they use and ear piece and transmit to Bush what to say.

Bush And Arnie, they both make this country look real bad! as in Dumb!

Hopefully Warre Beatty runs in 06 at least the man is a better actor with speaking abilities!

More bad news for the Governator…

A state appeals court on Tuesday refused to put Gov. Arnold Schwarzenegger’s redistricting initiative back on November’s special election ballot.

The 3rd District Court of Appeal, in a 2-1 decision, said supporters’ use of two versions of the initiative in the certification process was a “clear violation of the constitutional and statutory procedures for the circulation of an initiative petition.”
