Abstinence only: Kids only told "don't have sex." When has that EVER worked? So, off they go, clueless, to have early pregnances and pick up every STD on the planet.
Enemy combatants: Destroys the concept of innocence before guilt, fair trials, etc... It's killing our reputation abroad, it's killing the odds of survival for any of our soldiers who get captured, and it's slowly poisoning our nation.

a real reason is when the enemy attacks you first; in this case, it was the idea of GAIN. The NeoCons thought they could GAIN but hadn't realized the outcry and cost.
