Constitution and democracy, in itself, won't avoid Iraq civil war.

And not just because of terrorists or outside agitators.

A constitution is an act of political unity, and a good sign.

Democracy is a means of political accommodation, also a good sign.

But neither means that the country will want to remain as one, and won't fight. The US had both a constitution and a democracy, and guess what? Our elected representatives voted for a horrific civil war!

Thankfully, the Iraqis seem to have more sense than the Bushites, trying to bring the Sunnis into the process so that the constitution is a true act of political unity that will last past the signing ceremony.

But the problem is going to be ongoing even as Bush declares victory and mission accomplished.
