Heard about Gilchrist's candidacy on CSPAN's "Washington Journal". Yesterday was the filing deadline, which Gilchrist appears to have met.

20 Meet Deadline to Run for Cox's Seat
Five parties are represented for the Oct. 4 vote for the 48th Congressional District. If no one gets a majority, a runoff will be Dec. 6.

Twenty candidates beat the clock Monday by filing paperwork to run in an Oct. 4 special primary election to replace Rep. Christopher Cox (R-Newport Beach), who resigned this month to become chairman of the U.S. Securities and Exchange Commission. Each candidate for the 48th District seat had to pay a $1,621 filing fee or collect enough signatures from registered voters to qualify. Should no one win a majority vote in the primary, the top vote-getters from each party will move on to a Dec. 6 special general election. The district includes Irvine, Laguna Niguel, Laguna Hills, Lake Forest, Newport Beach and Tustin, but there are no residency requirements to run for Congress.

The candidates included 12 Republicans, four Democrats and one each from the American Independent, Libertarian and Green parties. Two candidates weren't affiliated with any party, including a 21st candidate who hoped to run as a write-in. The election lured a large field for several reasons. Congressional seats don't carry term limits, as do seats in the Legislature, which is also why open seats are a rarity.

Jim Gilchrist of Mission Viejo, who gained notoriety earlier this year with his Minuteman Project to patrol portions of the U.S.-Mexico border, is running in the American Independent Party....

The founder of the Minuteman Project will run for the O.C. congressional seat on the American Independent Party ticket.

By DENA BUNIS The Orange County Register

Jim Gilchrist, founder of the Minuteman Project, will tell anti-illegal immigration activists later today that he plans to run for former Rep. Christopther Cox's 48th Congressional District seat on the American Independent Party line.

Gilchrist of Aliso Viejo is a political novice, and it was expected that he is entering the race as another way to highlight the illegal-immigration issue and attempt to force lawmakers to find a solution to what he and his supporters say is a security crisis at the nation's borders.

Gilchrist is expected to be joining a group of lawmakers - including one of his opponents in the congressional race, state Sen. John Campbell - in Ontario this afternoon for an event involving the proposed California Border Police initiative.

Monday is the deadline for candidates to officially file to run in the congressional race. The primary election is Oct. 4. If no candidate gets a majority of the votes a runoff will be held Dec. 6.

:wtf:

Can anyone explain why there is no residency requirement, letting any carpetbagger run in any House race?
