1. economically punishing Democratic areas
2. emptying bases to use as REX 84 prisons and slave labor camps
3. shifting military personnel overseas for new offensives
4. geographically dispersing military bases for defensive purposes

3. This is much too complicated an issue for freeps.
They pretty much stick with hating arabs and gay people, and being paranoid about a terrorist attack.
