What would have been different if the Disaster Relief Programs
had not been cut before Katrina? I just read this in another thread and I want to know if there were specific things that money that went to Iraq WOULD have done here to save lives and/or property.

1. I Understand The Army Corps of Engineers Had a Budgeted Item
of something like $100 million to strengthen the 17th St Canal levee. And that that line item was cut back specifically due to the war in Iraq.

2. True but deterioration has been going on for quite a while. Prevention is
a dirty word. Officials and politicians have been holding their fingers crossed for years, this has been a distaster waiting to happen for years now.
