Sure President Mengele wants to rebuild New Orleans. It's easy to see why.
Where else is he going to stick all those poor people of color? We can't have them staying permanently in Texas or running around loose in other "fine" sections of the country, now can we, and who else other than poor people would ever agree to return to such a low-lying wastebowl-deathtrap?

Rich white people will return to run their businesses in the French Quarter, but what's to offer anyone in the other areas? Nice scenery? A good view of the ocean? I doubt it. Geographically, why would anyone want to go back there to those swampiest parts of that city, other than the poorest of poor people who can't afford to go anywhere else?

3. I'm with you...his cronies have wanted the blacks out of NO
for a long time. This is just the ticket...a one-way ticket, straight to Utah or Texas, where most of them will stay forever, or move on to someplace else.

Katrina will turn out to have been just the initial land clearing in their own great "New Deal" for themselves and the developers/speculators.

2. Washington D.C. was built on a swamp too
I've actually seen D.C. about knee deep in water all the way up to 14th street and the mall. Strange experience about 10 years ago.

just like they did in Iraq under the Coalition Provisional Authority.

built on? Are they in New Orleans or is he planning new "settlements" outside the city for the poor?

9. Probably referring to wetlands
south of NOLA, which have been rapidly sinking into the Gulf. We're supposed to be protecting them, but instead we're allowing them to dissolve. Maybe he thinks a bunch of "minimum-security" housing projects for poor people will stop the soil erosion.
