Sparked by today's Washington Post story that suggests Vice President Cheney's office is involved in the Plame-CIA spy link investigation, government officials and advisers passed around rumors that the vice president might step aside and that President Bush would elevate Secretary of State Condoleezza Rice.

5. You do know that the 25th amendment to the Constitution provides for
the speaker of the house to secede the vp in case the office is left open for any reason. So no Condi.

17. Answering my own question. He was not. That was his ambition and
he probably would have achieved it but the Dems. held the house so instead of being Speaker of the House, he got to be president.

25. Ford wasn't Speaker. He was a Congressman from Michigan
Nixon nominated him and both Houses confirmed him to become Vice President. Carl Albert was Speaker at the time.

13. Okay so any other reason for a vacancy gives the president the power
to appoint someone. What a bummer. I think it will be political suicide for whoever gets picked.

14. The fly in the ointment is Congress
they must approve the nominee and can force him to pick an acceptable candidate. That is how we ended up with Jerry Ford, he was the most acceptable Repug they could find who wasn't involved in anything.

The 25th Amendment provides that, in the Vice President's office becomes vacant, "the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress." The Constitution says nothing about succession, either by the Speaker or anyone else.

The line of succession (beyond the Vice President) is not a constitutional issue, but is mandated by statute. The statute provides that, if a President dies or resigns, and there is no Vice President in place, the Speaker of the House becomes president. It does not mandate that the Speaker becomes Vice President if the office becomes vacant. In fact, unless a new Vice President is nominated and confirmed, the office remains vacant.

21. In the case of a VP vacancy the Pres. nominates and the senate
and house confirms. The VP stays vacant until congress acts. The speaker of the house only becomes involved if the Pres and VP die. Ford was minority leader at the time he was nominated.
