1. Oh, yes, this has been around for a while.
The biggest problem with text to speech synthesis is that you have to have access to a LOT of high quality phonemes in order to make the output sound good.

Here's a commercially availble text to speech synthesizer demo. I think you'll be surprised at the quality.

3. Interesting but I would think anything commercially available is
crap compared to what the US military/intelligence apparatus's capability is.

Sorta like comparing your Sony digital pocket camera to a KH-12 Photo-intelligence satellite. They both take great pictures except the one in space is reading the name tag on the back of your shirt.

I would have to assume that voice morphing technology to the extant of reproducing Osama Bin Laden's voice, making it sound natural, not mechanical, is retained by those doing such a great job prosecuting the war of terror on American Democracy.

If the commercially availble stuff is already pretty good, then what do they have in house at the military?
