2. Not by any legal definition...
criminal neglect presupposes direct responsibility (e.g. parental neglect). To prove criminal neglect in court, one would have to prove that Bush was directly responsible for the lives of everyone in New Orleans, something that

a) would be impossible to prove, I think and;

b) would set a terrible precedent even if it were proved.

He came on t.v. and lied to 300,000,000 people on a matter that involved the deaths of a great number of people.

5. Read Ann Coulter's "High Crimes and Misdemeanors" ...
... only substitute Bush's name for Clinton's. She is quite clear that law-breaking is not necessary for impeachment. Merely lying to the country or choosing poor officials (among other things) is. I wonder if she will write another book for Bush.

(Don't buy the book. Check it out at the library.)
