I think most people perceive Bush as breaking the law, and the Senate as letting him get away with it.
Warner must be talking only to White House staffers.

but that didn't stop the Repugs from going on the rampage over an evasive answer and white lie about a sexual affair.
I guess that's worse than a president who has almost openly stated that he decied that a law protecting the privacy rights of all Americans was too inconvenient to follow.

If they don't perceive it, that is an obvious misperception on their part. From their view, though, if it is "not perceived" then it didn't happen,sort of like the proverbial tree in the woods.
