Didn't Bush say he only tracks al-Qaeda calls? They made tens of millions of calls here in the US? Why is none of the reporter asking that question?

Obviously I don't begrudge the government the right to monitor real threats. But if Bush* said that he only tracks al Qaeda calls, then we're screwed as well! There are many more terrorist groups, from other radical Islamic terrorist groups to domestic terrorists in radical right-wing militias. Why isn't he watching them too?
